The challenge
What we were asked to solve
The developer needed turbine components received, inspected, pre-assembled and released to the installation vessel across an 18-month campaign. What they did not want was to carry 40-plus people on their own books for a scope that would end when the last nacelle sailed.
The work was weather-driven and vessel-led. Load-out windows moved at short notice, which meant the team had to flex shift patterns without a renegotiation every time the forecast changed — and without anyone drifting outside their GWO currency or working-time limits.
Lifting was the dominant risk. Every operation sat under LOLER with a competent person regime, and the developer wanted one accountable party for HSE performance across the quayside rather than a supply chain of individual contractors each managing their own.

How we ran it
Took it as a scope of work, not a headcount request
We contracted against defined deliverables — components received, inspected, pre-assembled and released — with milestone reporting, rather than supplying bodies against a rate card.
Put our own supervision on the quay
Marshalling supervisors, an HSE advisor and a QA/QC lead were part of the delivered team, so day-to-day direction, toolbox talks and non-conformance sat with us and the developer had one point of accountability.
Built the rota around the weather window
A shift pattern with a defined surge provision, agreed up front, let the team compress around load-out windows and stand down between them without a commercial conversation each time.
Ran competency as a live register
GWO BST and BTT currency, LOLER competent-person appointments, slinger-signaller and confined space tickets were tracked with expiry alerts, so nobody's certification lapsed mid-campaign.
Reported to milestones, monthly
Component throughput, NCR trend, HSE leading indicators and competency status in one monthly pack — enough for the developer's package manager to run the scope without running the team.
