What’s driving demand in Water
The water sector resources in five-year waves. AMP8 has brought a step change in investment, with storm overflow reduction, nutrient removal, resilience and mains renewal all pushing volume through delivery frameworks that were already busy — and every water company is competing for the same MEICA and process engineering population.
The cycle itself is the resourcing problem. Work slows at the end of an AMP as budgets close out, then surges at the start of the next one, so framework partners face a persistent choice between carrying capability through the trough or trying to rebuild it in a crowded market at exactly the moment everyone else is hiring.
Regulatory pressure has sharpened this further. Environment Agency permitting, Ofwat performance commitments and public scrutiny of spill data mean schemes carry deadlines with financial consequences attached, which makes late resourcing an expensive way to save money.
