The challenge
What we were asked to solve
The campus was being handed over in stages against a client energisation programme with contractual dates attached to each data hall. Commissioning ran from factory acceptance through to integrated systems testing, with client witness points throughout.
The main contractor's installation teams were strong; the pinch point was assurance. QA/QC inspection, witness test coordination and the handover documentation trail were being absorbed by people who also had a day job, and the paperwork was starting to lag the physical works.
The electrical scope needed HV authorised persons under the site safety rules, the mechanical scope needed chilled water and CRAH performance verified against design, and all of it had to arrive at handover as a complete, auditable record rather than a box of files.
What we did
How we ran it
Separated assurance from installation
We delivered a standalone QA/QC and commissioning support team reporting to the contractor's commissioning manager, so inspection and witness coordination stopped competing with the installation programme for the same people.
Worked the documentation backwards from handover
The O&M and handover structure was agreed at the start, and inspection and test records were captured into it as work completed, rather than being assembled retrospectively at the end of each stage.
Resourced the witness schedule properly
Client witness points were the fixed constraint. We staffed to the witness calendar — including out-of-hours and weekend integrated systems testing — so the client's programme, not ours, set the pace.
Carried the HV competence in the team
HV authorised persons and appointed CxA engineers came as part of the delivered scope, appointed under the site safety rules, so switching and energisation activities had the competence available on site when needed.
