Resourcing the nuclear new-build and SMR pipeline
Large-scale new build and the first SMR sites are drawing on the same SQEP population. The programmes that cope best treat competence, vetting and clearance as a supply chain in their own right — planned years out, not chased at mobilisation.

The UK is running its largest nuclear programme in a generation. Hinkley Point C is deep into electromechanical fit-out and commissioning, Sizewell C is ramping civils and building out its owner’s team, defence nuclear at Barrow and Devonport is expanding, and the first small modular reactor sites are moving from design maturity into site licensing and early works. Every one of those programmes needs the same people at roughly the same time.
That is the resourcing problem in a sentence. It is not a shortage of applicants — nuclear is a genuinely attractive place to build a career and the volume of CVs is healthy. It is a shortage of people who are demonstrably suitably qualified and experienced against a specific scope, and who can be cleared to work on it inside the programme’s schedule.
The constraint is SQEP, not headcount
SQEP is a nuclear-specific idea and it does not survive translation from other sectors. A control and instrumentation engineer with fifteen years in petrochemical is a strong engineer, but they are not automatically SQEP for a safety-related C&I scope on a licensed site. The gap is nuclear safety culture, familiarity with the licence condition regime, the documentation discipline, and the ability to work inside a nuclear baseline where the evidence trail matters as much as the work.
Two consequences follow. First, cross-sector hiring works, but only with a deliberate conversion path — nuclear industry induction, mentoring against a competence framework, and a period on lower-consequence scopes before moving onto safety-related work. Second, the disciplines where the market is genuinely thin are narrower than the headline picture suggests. The pinch points cluster in a small number of places:
- Nuclear safety case authors and independent nuclear safety assessors
- Mechanical and electrical commissioning engineers with licensed-site experience
- Welding engineers and inspection personnel to nuclear codes and standards
- Project controls — planners with genuine P6 depth, cost engineers, risk analysts
- Quality engineers who can hold suppliers to a nuclear quality plan
- Radiological protection advisers and health physics support
Notice how many of those are enabling functions rather than headline engineering roles. Project controls in particular is chronically under-planned. A programme will fund a hundred engineering positions and then wonder why the schedule is not credible, because it hired three planners for a scope that needed eight.
Security clearance is a schedule item
On defence nuclear and on parts of the civil estate, national security vetting sits directly on the critical path. BPSS is quick. SC takes longer than most hiring managers plan for. DV should be assumed to take a substantial part of a year, and longer still where an individual has significant overseas residence to verify. Sponsorship also has to come from somewhere — a candidate cannot self-apply, and clearance is not always portable in the way people assume.
The practical answer is to stop treating clearance as an onboarding formality and start treating it as procurement of a long-lead item. That means identifying which positions genuinely require which level, sponsoring early against forecast rather than confirmed demand, sequencing work so cleared and uncleared scopes are separable, and holding a live picture of who in your supply chain already holds what.
The most expensive resourcing mistake in nuclear is not paying over the odds for a scarce engineer. It is having the right engineer accepted, contracted and unable to badge onto site for five months.
SMR changes the shape of the demand curve
Small modular reactors are often discussed as if they simply need less of everything. The more useful framing is that they need a different distribution of skills, weighted towards factory build, series production and modular assembly rather than one-off site construction.
That pulls in manufacturing engineers, production planners, module integration specialists and supply chain quality people who may never have set foot on a licensed site. It also front-loads demand for design, safety case and regulatory interface capability, because the generic design assessment and site licensing work happens well before there is a construction workforce to speak of. Programmes that plan their SMR resourcing on a conventional new-build S-curve will over-hire site delivery too early and under-hire design and licensing when it matters most.
What good looks like
The organisations that are managing this well share a handful of habits. None of them are exotic; they are just done consistently and early.
- Resource-load the schedule by discipline and competence level, not by headcount, and refresh it every period rather than annually.
- Sponsor clearance against forecast demand, and make clearance status a visible field in the resource plan.
- Run a deliberate cross-sector conversion route with a named mentor and a competence framework behind it, so oil and gas, defence and rail experience can be brought in safely.
- Split scopes so that work not requiring SQEP or clearance can be released to a broader pool, protecting the scarce population for the work that genuinely needs it.
- Build the pipeline before the requisition exists — pre-qualified, pre-referenced, pre-vetted people who can be released against a date rather than found against a date.
- Be honest about retention. Every programme is recruiting from the same population, and a counter-offer culture helps nobody. Career path and scope interest hold people better than rate does.
The pipeline in front of the UK is real and long-dated. It rewards organisations that plan their workforce with the same rigour they apply to long-lead equipment — and it punishes those who assume the market will simply produce cleared, competent people on demand.
