What we do
One partner, three ways to deliver.
From a single contractor to a whole managed scope of work, NE Project Solutions flexes to how you need to resource and deliver — with technology and compliance built in.
Where to start
Start from the problem, not the product name.
Most clients arrive describing a symptom rather than a service. Find the sentence closest to yours and it will point you at the right engagement model.
“We need people, and we can direct them.”
You own the scope and you have the supervision to run it. What you are short of is the right disciplines, cleared and on site inside your window.
Workforce Solutions“We need this package taken off our plate.”
The work can be written down, but you have no supervision capacity to direct another crew — and you would rather buy the outcome than the headcount.
Managed Project Services“We are not sure what we need yet.”
The labour curve has not been modelled by discipline, or the rate assumption in the bid came from a different project in a different region. The decision comes before the recruitment.
Consultancy Services01
Workforce Solutions
Contract, permanent and project-based talent across every discipline — sourced, technically screened and compliance-checked before anyone reaches your gate.
When it is not the right fit: If you need a whole scope owned and reported on rather than people to direct, Managed Project Services is the better fit — and we will say so at the first conversation.

02
Managed Project Services
Whole packages of work delivered by a NE Project Solutions-managed team, against a statement of work, with supervision, reporting and a single point of accountability.
When it is not the right fit: If the scope genuinely cannot be defined yet, a managed model will either be priced defensively or become a change-control argument. In that case we would recommend contract resource now and a managed package once the scope firms up.

03
Consultancy Services
Advisory work on resourcing strategy, workforce planning, mobilisation and labour market reality — delivered as documents you can act on.
When it is not the right fit: If you already know what you need and simply need it filled, this is an unnecessary step — go straight to Workforce Solutions. We would rather say that than sell a study.

Which model fits you
The differences that actually matter.
The three pillars are not tiers of the same product. They differ on who directs the people, who carries delivery risk and what you are buying — and everything commercial follows from that.
01
Workforce Solutions
- What you are buying
- People — sourced, technically screened, compliance-checked and engaged.
- Who directs the work day to day
- You do. Our people work inside your supervision and your systems.
- Who holds delivery risk
- You retain scope, programme and delivery risk. We carry sourcing, compliance and replacement risk.
- How it is priced
- An agreed margin on the contractor’s pay rate, or a percentage of first-year salary for permanent hires.
- Typical duration
- Weeks to years — the length of the assignment. Or a single permanent appointment.
- What you get back
- Curated shortlists with the reasoning attached, compliance evidence held centrally, timesheets and a consolidated invoice.
- Choose it when
- You know what you need and you have the supervision to direct it.
- Not the right fit if
- You want a scope owned and reported on rather than people to direct.
02
Managed Project Services
- What you are buying
- A defined scope, delivered against a statement of work.
- Who directs the work day to day
- We do. A named supervisor or package lead runs the front.
- Who holds delivery risk
- We carry delivery risk for the scope in the SoW, against stated assumptions and through written change control.
- How it is priced
- Fixed price, target cost with a transparent management fee, or milestone-based — depending on how firm the scope is.
- Typical duration
- The length of the package: an outage window, a construction front, a documentation backlog.
- What you get back
- A package programme, progress and HSEQ reporting at your cadence, quality records and a handover pack.
- Choose it when
- The scope can be bounded and you want one accountable partner rather than individuals to manage.
- Not the right fit if
- The scope genuinely cannot be defined yet — it will be priced defensively or become a change-control argument.
03
Consultancy Services
- What you are buying
- A decision, evidenced. A model, a benchmark or a plan you can act on.
- Who directs the work day to day
- Neither — it is advisory. The decision stays yours to make.
- Who holds delivery risk
- We stand behind the quality of the analysis. Delivery risk stays with you.
- How it is priced
- Fixed fee for a defined deliverable, a capped day rate for advisory support, or a retained monthly scope.
- Typical duration
- Days to a few weeks for a focused benchmark or option appraisal. Longer for a full workforce or mobilisation plan.
- What you get back
- A written deliverable with the findings, the options, the trade-offs and a sequenced set of actions with owners.
- Choose it when
- The resourcing assumption underpinning the schedule or the bid has not been tested against the market.
- Not the right fit if
- You already know what you need and simply need it filled. Go straight to Workforce Solutions.
Still on the fence between two of them? That is usually a sign the scope is not yet firm enough to hand over. Talk it through with us and we will tell you which way we would go.
On one programme
They are not alternatives. They are a sequence.
On a major project the three pillars tend to arrive in order — the resourcing question first, the people second, the bounded packages third. You can start anywhere, and there is no expectation that you use all three.
Before sanction or award
Consultancy Services
Rebuild the demand curve by discipline and time-phase it against the actual programme. Test the peak against what the market can genuinely supply, and benchmark the rate assumptions by region before they are baked into a business case or a bid.
At award and mobilisation
Workforce Solutions
The disciplines identified as scarce get pipelined first. Tickets, medicals, right to work and clearances are evidenced before mobilisation rather than chased afterwards, so week one of the programme is not week one of sourcing.
Through construction and completions
Managed Project Services
Where a package can be bounded — a cabling and testing front, a completions and handover backlog — it moves to a supervised managed team with its own programme, quality records and reporting, freeing your team for the work only they can do.
Because it is one supplier throughout, moving between models does not mean a new procurement, new terms or rebuilding the relationship from scratch.
How an engagement starts
From enquiry to a mobilised team.
The first three steps are the same whichever model you end up with. For contract roles in disciplines we cover regularly, the shortlist usually lands within 48 hours of a clear brief.
- 1
Enquiry
Send us the role, the package or the question — in whatever state it is in. An outline is enough to start from; we would rather see it early than see a tidied-up version later.
- 2
Scoping call
A short working call to establish which model actually fits. If your scope is not ready to be bought as a managed service, or if a study would be an unnecessary step, we will say so on that call rather than in a proposal.
- 3
Written proposal
A role brief with an honest view on rate and availability; or a statement of work with assumptions, exclusions and a visible price build-up; or a consultancy scope with a stated deliverable and date. Always in writing before work starts.
- 4
Mobilisation
Compliance evidence collected and held, site inductions, access and permits, RAMS approval where the work is ours to supervise, and the reporting cadence agreed with your project team before day one.
- 5
In delivery
Progress reported at the cadence you set, ticket and certificate expiries tracked against the length of the campaign, change handled in writing before work proceeds, and a named contact who stays with the account.
Whichever you choose
Four things that do not change.
One supplier across all three
Start with two contractors and scale to a managed package without running a new procurement or rebuilding the relationship. Terms and contacts carry across.
Compliance evidenced, not asserted
Right to work, tickets and cards, medicals and clearance positions are verified up front, held against the placement and flagged before expiry — on managed packages as much as on contract supply.
Commercials written down first
Margins, fees, rebate and replacement terms and the change-control mechanism are agreed in writing before work starts. There is no verbal variation and no surprise final account.
An honest answer on fit
If the model you have asked for is the wrong one, or the timeline you need is not achievable, we will tell you at the first conversation rather than after you have committed.
Choosing between them
The questions that decide it.
- We genuinely do not know which model we need. Where do we start?
- With a conversation, not a purchase. Describe the problem in your own words — the window you are trying to hit, what is currently blocking it, and who you have available to supervise. That is usually enough for us to say which model fits, and often the answer is the simplest and cheapest of the three.
- Can we run more than one model on the same project?
- Yes, and on larger programmes it is common — contract supply against the general trades, a managed package on a discrete front, and advisory input on the workforce plan running alongside. We keep the commercial arrangements separate so you can end one without disturbing the others.
- Can a contract crew be converted into a managed package later?
- Sometimes, and it can be the right move when a group of contractors has effectively become a team. It only works if the scope can be written down, supervision genuinely transfers to us, and the commercial model changes to match. If none of those things change, converting it is paperwork rather than substance.
- Which model is cheapest?
- They are not comparable on a unit rate, and anyone who tells you otherwise is comparing the wrong things. Contract supply looks cheapest per head because you are absorbing the supervision, planning, quality and reporting cost yourself. A managed package prices that work explicitly. Which is better value depends entirely on whether you have that capacity spare.
- Does buying consultancy commit us to using you for delivery?
- No. Consultancy is scoped and priced as its own engagement with no supply commitment attached, and where a recommendation would route work to us we flag it as such in the document. Clients regularly take the output and deliver it themselves or with an incumbent supplier.
- How does IR35 sit across the three models?
- Under the off-payroll rules the status determination for medium and large clients is yours to make. We support the assessment, hold the records and act as fee-payer where appropriate. Worth stating plainly: a statement of work does not by itself put anyone outside IR35 — HMRC looks at how the engagement actually operates. We will not dress up staffing as a managed service to solve a status problem.
Ready when you are
Describe the problem. We will name the model.
Send us the role, the package or the question — even in outline. You will get an honest view on which of the three fits, and what it would realistically take.
